EARN UP TO $22/HR

$22/hr applies to In-Home and Community Support (IHCS) services only. Eligible caregivers may earn up to $22 per hour when IHCS, the caregiver and service hours are authorized. Companion services have a separate compensation structure. Actual pay and approved hours depend on the individual's authorized service and applicable requirements.

For many adults with intellectual disabilities, developmental disabilities or autism, a relative is already providing meaningful day-to-day support. When ODP requirements are met and the service is authorized in the ISP, certain relatives may be paid to deliver eligible waiver services.

ODP DEFINITION

Who is a relative?

Under Pennsylvania ODP policy, a relative is a person related by blood, marriage or adoption who has not been assigned as the individual's legal guardian. ODP's current ISP Manual identifies the following relationships:

Not a relative? You may still be able to provide supports. TeamPHCA's caregiver pathway is not limited to the relatives listed above. Cousins, friends and other trusted members of the individual's support network may also be able to provide authorized supports when they meet the requirements for the service and complete TeamPHCA onboarding. Being related to—or personally known by—the individual does not automatically authorize paid services. The individual's choice, ISP, authorized service and hours, and applicable provider qualifications still apply.

A family member, friend or trusted caregiver may support someone in different ways depending on what is authorized in the individual's ISP. The service selected should match what the person needs—not simply who is providing the support.

IHCS

In-Home and Community Support

IHCS is a habilitative service that supports an individual to acquire, maintain or improve skills needed to live more independently and participate more fully in home and community life. Supports may address areas such as self-care, daily living, communication, decision-making, relationship development, socialization, mobility, community participation and other skills identified in the ISP.

COMPANION

Companion

Companion is available to individuals age 18 and older and focuses on supervision or assistance needed to protect health, safety and welfare, along with incidental activities of daily living. It can also help an individual participate more meaningfully in home and community life. When provided in the community, activities should be inclusive and support connection to the greater community. Overnight service may also be provided under Companion when it is identified as needed and authorized in the individual's ISP.

Separate pay rateThe advertised $22/hr rate does not apply to Companion services. Companion compensation is based on TeamPHCA's applicable rate for the authorized Companion service.

The individual's Supports Coordinator and ISP team determine which service is appropriate and authorized based on assessed needs, outcomes and ODP requirements. IHCS and Companion are distinct ODP services and are not interchangeable simply because the same caregiver may be eligible to provide either service.

A clearer path from family

Tell us about the individual, the family caregiver and the services you are interested in receiving.

Connect with your Supports Coordinator.

Your Supports Coordinator and ISP team review the individual's needs, preferences, authorized services and whether the family member arrangement is appropriate.

Confirm authorization.

The applicable service and hours must be authorized before paid service delivery begins.

Complete onboarding.

TeamPHCA guides the caregiver through required hiring documentation, qualifications and training for the authorized service.

Start supporting.

Once approved and scheduled, the family caregiver provides and documents services consistent with the individual's ISP and TeamPHCA requirements.

TeamPHCA's advertised rate of up to $22 per hour applies specifically to eligible, authorized In-Home and Community Support (IHCS). Companion services have a separate compensation structure.

Training + Compliance

TeamPHCA prepares caregivers to provide services confidently and remain in compliance. Onboarding includes orientation, required background checks, keeping required credentials and documentation current, understanding the individual's ISP and support needs, completing accurate progress notes, and properly clocking in and out for authorized service time. Caregivers also complete 24 hours of annual training delivered over a three-day training period to reinforce service expectations, documentation, safety, compliance and quality supports.

Providing support to someone you already know does not mean working alone. Caregivers attend TeamPHCA company events and team experiences where they can meet colleagues, build connections and become part of the broader TeamPHCA community.

Simpler onboarding

For this TeamPHCA caregiver pathway, no physical or QuantiFERON is required as part of the standard onboarding process.

The individual's choice comes first

ODP policy centers the individual's preference and provider choice. Family-provided services must remain aligned with the ISP and authorized goals.

Paid Family Caregiver FAQ.

Does every family member qualify?

No. The relationship, authorized service, individual's preference, ISP, caregiver qualifications and ODP requirements all matter. TeamPHCA can help you understand the onboarding pathway, while service authorization is handled through the applicable ODP/ISP process.

Can a parent of an adult be considered a relative?

Yes. Pennsylvania ODP's current definition specifically includes a parent of an adult, provided the person otherwise meets the applicable policy requirements.

Is the pay always $22 per hour?

No. The advertised rate of up to $22 per hour applies to authorized In-Home and Community Support (IHCS) only. Companion services have a separate TeamPHCA compensation structure. Actual compensation and authorized hours depend on the service arrangement and applicable requirements.

What if my family member does not have an ODP waiver yet?

You can still contact TeamPHCA to learn about the service, but waiver eligibility and service authorization must be established through Pennsylvania's applicable ODP process before waiver-funded services can begin.
